
Our commitment to the ‘National 14-16 91ε’ offer
In December, 91ε Wales published their final approval criteria for the National 14-16 91ε. The criteria cover the new VCSEs, Foundation, Project and Skills Suite qualifications, which will form the third and final wave of new qualifications that will be introduced to schools and colleges across Wales from September 2027.
These new qualifications will provide learners in Wales with an inclusive, broad and balanced offer that will enable different ways of learning and skills development.
WJEC’s vision
Since the publication of the approval criteria, our Qualification Development Team has been working at pace to consider how we will harness our 75 years in qualification development, to create new qualifications and complement our existing package.

“As the leading awarding body in Wales, our vision is to offer a portfolio of high-quality bilingual qualifications that will offer learners across Wales choice. We are committed to developing a suite of new VCSEs, Foundation Vocational 91ε, Foundation General 91ε, alongside Project and Skills suite qualifications. We will work with key stakeholders in our education communities to develop our suite of qualifications in line with the National 14-16 Offer. Utilising our extensive experience and knowledge in the development and delivery of qualifications that are high quality and respected, whilst being relevant to learners and manageable to deliver. We will develop our qualifications to meet the needs and interests of all learners and align to the ‘Curriculum for Wales’. |
As with the development of our new Made-for-Wales GCSEs and related qualifications, we will continue our co-construction approach. This approach allows for a broad range of stakeholders to play a central role in the development process. Their insight will ensure that our qualifications offer learners meaningful learning opportunities, that enables them to develop the skills and knowledge to progress. Throughout the development of our new GCSEs, we developed a deep understanding of the Curriculum for Wales which was at the heart of the development process; and this approach will continue. We have already developed principles and guidance for qualification development on key aspects such as cross-cutting themes, learning experiences and integral skills to reflect the curriculum's ambitions, which will form the foundations for future developments. Our commitment to skills-based learning is already proven through our role as the sole provider of the National/Foundation Skills Challenge Certificate and Welsh Baccalaureate since its inception. Having supported over 370,000 learners, we've seen firsthand how these qualifications develop crucial transferrable skills - from personal effectiveness and planning to critical thinking and problem-solving that are integral to the ‘Curriculum of Wales’. Whilst we remain disappointed with the decision to withdraw these qualifications, we will leverage our expertise to ensure that our new Project and Skills qualifications continue to provide learners with opportunities to develop and showcase these globally recognised skillsets. Alongside the qualifications themselves, we will be working together with our stakeholders to develop a complementary package of support that will enhance the delivery of these qualifications, supporting teachers and centres to transition from the current qualifications to the new. This will be tailored according to the needs of our centres, and will, of course, be fully bilingual to support all learners. This is an exciting period for education in Wales, and these qualifications will offer learners across Wales new and engaging learning opportunities. WJEC will be at the forefront of this development, and we look forward to working with stakeholders across Wales to support this vision.” |
